"Eu não sou um defensor de mudanças freqüentes nas leis e constituições. Mas leis e instituições devem andar de mãos dadas com o progresso da mente humana. Como isso se torna mais desenvolvido, mais iluminado, à medida que novas descobertas são feitas, novas verdades descobertas e maneiras e opiniões mudam, com a mudança de circunstâncias, as instituições devem avançar também para acompanhar os tempos. Podemos também exigir que um homem desgaste ainda o casaco que o encaixe quando um menino como a sociedade civilizada para permanecer sob o regime de seus ancestrais bárbaros."

I am not an advocate for frequent changes in laws and Constitutions. But laws and institutions must go hand in hand with the progress of the human mind. As that becomes more developed, more enlightened, as new discoveries are made, new truths discovered and manners and opinions change, with the change of circumstances, institutions must advance also to keep pace with the times. We might as well require a man to wear still the coat which fitted him when a boy as civilized society to remain ever under the regimen of their barbarous ancestors.
